Windows flags the file and will not complete the download.

Hello.
What do you mean as "Windows flags the file"?
If you see a Windows Smartscreen warning like this?
what-is-windows-smartscreen-300x283[1].png
then you should click the link "More info" then click the button "Run anyway".
